Preamble
We, the East Tennessee students at Tennessee State University, in order to provide an official and representative student organization to recruit and retain alumni of Tennessee State University within the National Alumni Association, promote and establish student pride, build lasting and meaningful long-term relationships between students, faculty, staff, and alumni. Develop professional, career and graduate connections, and foster a voice on campus, herby, adopt and establish these constitution / by-laws for the Tennessee State University National Alumni Association | East Tennessee Chapter Pre-Alumni Club.
Article I Name
Section 1 a. Tennessee State University National Alumni Association | East Tennessee Chapter Pre-Alumni Club
Article II Members

Section 1 a. All Students enrolled from the following East Tennessee counties Anderson, Blount, Carter, Cocke, Greene, Hamblen, Hawkins, Jefferson, Knox, Loudon, Roane, Sevier, Sullivan, and Washington at Tennessee State University (TSU) shall be eligible for membership in the Tennessee State University National Alumni Association | East Tennessee Chapter Pre-Alumni Club (TSUNAA | ETC – PAC) NOTE: Students from other East Tennessee counties may be added by a majority vote of the TSUNAA | ETC – PAC Executive Board.
b. Membership in TSUNAA | ETC – PAC is obtained by completing a member application and paying the required dues set forth by its members.
Article III Purpose
Section 1 a. The purpose of the TSUNAA | ETC – PAC is to provide a link with the Tennessee State University National Alumni Association and current students.
b. To work with the Alumni Association in developing loyalty and support for the University.
c. To encourage interaction among alumni, faculty, parents, current and prospective students and the community.
Article IV Officers
Section 1 a. The Executive Board of the TSUNAA | ETC – PAC shall be the official governing body of TSUNAA | ETC – PAC
b. The Titles given to these board members shall be: President, Vice President, Executive Secretary, Treasurer, Membership Director, Financial Secretary and Alumni Relations Liaison.
c. Appointed Executive Officers made by the Executive Board shall be: Director of Programs, Parliamentarian, Historian, Community Service Director, Technology/Social Media Director, and Fundraising Director.
d. The voting members of the Executive Board consist of the following: President, Vice President, Executive Secretary, Treasurer, Financial Secretary, Membership Director, and Alumni Relations Liaison
Section 2 a. The President shall have the following responsibilities:

I. Overseeing all TSUNAA | ETC – PAC programs.
II. Preside over TSUNAA | ETC – PAC Executive Board meetings and general meetings
III. Correspondence with TSU representatives
IV. Correspondence with alumni
V. Correspondence with other organizations
VI. Chair TSUNAA | ETC – PAC retreats
VII. Present reports to each meeting of the TSUNAA | ETC – PAC to the TSUNAA | ETC President and Alumni Relations Director
VIII. Form subcommittees when necessary
IX. Periodically attend subcommittee meetings to provide feedback to officers and chairs
X. Membership recruitment
XI. Coordinates officer selection process

Section 3 a. The Vice President shall have the following responsibilities:

I. Perform all presidential functions in the absence of the President
II. Succeed the President if the presidency should become vacated during the regular term of office
III. Keep an updated membership list
IV. Take attendance at executive meetings
V. Assist President in membership recruitment
VI. Co-chair TSUNAA | ETC – PAC retreats

Section 4 a. The Executive Secretary shall have the following responsibilities: I. Record the minutes of executive and general body meetings and disperse them after each meeting II. Maintain a document containing all of the minutes of every meeting at the end of the year
Section 5 a. The Treasurer shall have the following responsibilities: I. Supervise expenditures and accounts II. Submit monthly budget reports to the executive committee
Section 6 a. The Membership Director shall have the following responsibilities: I. Organize and plan 1 membership drive per year II. Assist in recruiting members

Section 7 a. The Financial Secretary shall have the following responsibilities:
I. Approve all spending and budgets before it goes to Treasurer
II. Checks and balances Treasurer
Section 8 a. The Alumni Relations Liaison shall have the following responsibilities:
I. Be the liaison between the TSUNAA, TSUNAA|ETC, and the SGA
II. Represent the TSUNAA|ETC and TSUNAA|ETC-PAC on the TSU campus
Section 9 a. The Director of Programs shall have the following responsibility:
I. Organize and maintain all programs
Section 10 a. The Parliamentarian shall have the following responsibility:
I. Advise the President on questions of parliamentary law and matters of procedure following Robert’s Rules of Order
Section 11 a. The Historian shall have the following responsibility:
I. Maintain a document recording all events and activities TSUNAA|ETC-PAC does each year
Section 12 a. The Community Service Director shall have the following responsibility:
I. Organize the community service for the TSUNAA|ETC-PAC
Section 13 a. The Fundraising Director shall have the following responsibility:
I. Organize the fundraising for the TSUNAA|ETC-PAC
Section 14 a. All officers must attain an accumulative grade point average of 2.5 or better and be of good standing with the university
Section 15 a. In the event an Executive Board member does not fulfill the duties and obligations of such position, the officer is subject to review and possible dismissal from the position as determined by TSUNAA|ETC-PAC advisor, President, and Vice President.

Article V Selection of Officers

Section 1 a. Officer selection shall take place by no later than the third week of April.
b. The term of office will be June to June.
Section 2 a. All TSUNAA|ETC-PAC members may be considered for selection to an officer’s position by being nominated by other members of the TSUNAA|ETC-PAC.
Section 3 a. All TSUNAA|ETC-PAC members are eligible to vote.

Article VI Meeting

Section 1 a. Officer selection shall take place by no later than the third week of April.
b. The term of office will be June to June.
Section 2 a. All TSUNAA|ETC-PAC members may be considered for selection to an officer’s position by being nominated by other members of the TSUNAA|ETC-PAC
Section 3 a. All TSUNAA|ETC-PAC members are eligible to vote.

b. 48-hours' notice must be given for all emergency meetings.
c. The Executive Board may meet at any time deemed necessary by a minimum of four (4) members of the TSUNAA|ETC-PAC Executive Board.
Section 4 a. The Executive Board shall meet once bi-weekly
Section 5 a. All officers shall have the power of one vote excluding the President who does not vote (unless there is a tie).
b. When a new project is proposed you must present the project idea to the Executive Board then the Executive Board votes on the project.

Section 6 a. Decisions shall be decided by a majority vote
Section 7 a. The President reserves the right to veto decisions
b. The President may be overruled by a ¾ vote.
Section 8 a. The President makes up the agenda for each meeting
Section 9 a. The meetings may follow the following outline:
I. Call to order
II. Roll call
III. Briefing of last meeting
IV. Old business
V. New business
VI. Open house
VII. Closing remarks
VIII. Adjournment

Article VII Amendments
Section 1 a. This constitution / by-laws may be amended by a ¾ vote of the Executive Board.
